Amber Guipttons Selected to Lead City’s Office of Financial Empowerment and Community Wealth

As the City celebrates the second anniversary of its Office of Financial Empowerment and Community Wealth (OFE) this month, Amber Guipttons has been selected as its new director to lead operations moving forward.
Seeing success during its first two years, the OFE continues to expand services and resources.
Since the OFE launched, it has:

Administered and implemented strategies to increase the percentage of FEC clients achieving outcomes and has expanded the number of financial counselors and partners with the addition of a 2nd FEC provider.

Served more than 1,500 clients since 2020; Helped clients reduce non-mortgage debt by more than $1.5 million; Completed nearly 4,600 financial counseling sessions; and Helped clients increase their savings by nearly $570,000

Increased capacity and reach of the FEC’s free financial counseling across eight locations throughout Tulsa

Integrated services with Tulsa Municipal Court, serving 50+ clients and leading to more than $25,000 in fines and fees forgiven by participating in individual financial counseling sessions.

Hosted several events and financial literacy workshops throughout the year to build financial empowerment among Tulsans.

Convened over 140 stakeholders from various sectors including small businesses, higher education, nonprofit providers, and government agencies throughout the year on various topics.

Positioned itself as a leader in financial empowerment and as a model for other cities by participating and presenting at various local, state and national networks and conferences.
"Our Office of Financial Empowerment is a testament to what happens when we invest in ourselves," Tulsa Mayor Monroe Nichols said. "I'm eager to have Amber's leadership here at the City as we continue to provide services and resources that provide a better path forward for individuals and families in Tulsa."
As Director, Guipttons will be responsible for implementing a citywide strategy for increasing financial resilience, working with internal and external stakeholders to scale the impact of financial empowerment programs, building and growing partnerships, providing oversight and management of programs, ensuring the sustainability of efforts, and tracking outcomes.
"I am so excited to welcome Amber as our new Director of the OFE and having her join the MORE team," Chief Resilience Officer Krystal Reyes said. "Her previous experience, education, and passion for financial empowerment make her the perfect fit to lead this office and I am confident that under her leadership the OFE will continue to expand and help even more residents achieve financial resilience."
About Amber Guipttons
Amber Guipttons is a graduate of Oklahoma State University with a bachelor’s degree in business administration, specializing in Corporate Law. Her career is rooted in operational excellence, with expertise in financial management, strategic planning, and leadership development. Guipttons says she is guided by a deep commitment to empowering others and driving impactful change.
"Community success starts with opportunity," Guipttons said. "Through this program, we are committed to equipping Tulsans, especially our most vulnerable populations, with the tools, resources, and guidance needed to build a strong financial foundation and achieve lasting stability."
Over her career, Amber has offered strategic consulting services as a Business Analyst and project manager for non-profits and small businesses. She has also managed complex creative endeavors, including shepherding a New York Times best-selling book from conceptualization to publication and directing community place-making activation, Better Block, which transformed under-utilized land in North Tulsa into a vibrant hub of commerce, art, and culture.
Amber most recently served as Program Manager for Invest North Tulsa, an economic empowerment and place-making initiative of the George Kaiser Family Foundation. Her portfolio included developing entrepreneurial, wealth-building, and home-ownership opportunities that create pathways to prosperity for historically underserved North Tulsa.
Amber’s experience as an entrepreneur and her impactful work in North Tulsa has uniquely equipped her to serve as the Director of the Financial Empowerment Center for the Mayor’s Office of Resilience and Equity in the City of Tulsa. She is committed to developing and implementing programs that empower residents to achieve financial success, fostering a stronger and more equitable Tulsa.
