Tulsa Mayor G.T. Bynum and Jim Clifton, chairman and CEO of Gallup, the global analytics and advisory company, announce a new initiative that will create a first-of-its-kind assessment for cities across the nation to measure how their residents are faring on matters of well-being, opportunity and the city experience.
The city of Tulsa’s goal is to create a national model of urban transformation. Gallup will work with the City of Tulsa to create the Gallup-Tulsa CitiVoice Index and measure 45 key indicators of overall city vitality.
With the Gallup-Tulsa partnership in place, Tulsa is uniquely positioned to be one of the first cities in America to deploy a robust citizen analytics measurement system to help inform its policy and strategic decision-making.
“The Gallup-Tulsa CitiVoice Index will measure the most important outcomes for city residents and provide local leaders with insights we can use in building the best city possible,” Bynum said. “Not only will the index be incredibly useful for us in delivering a better city for Tulsans, but we believe it will also instruct discussions around civic issues nationally.”
Gallup will analyze data based on cohesion in neighborhoods, hope for Tulsa’s future, vocational pride, economic competitiveness and the Birth to Eight Strategy for Tulsa, also known as BEST, which focuses on early childhood development and education.
“City leaders must lead the way and place the voice of their citizens at the heart of their economic and policy agenda,” said Clifton. “Through valuable insights like those that we will discover through the Gallup-Tulsa CitiVoice Index, leaders can create change that drives economic growth and creates more good jobs.”
The Gallup-Tulsa CitiVoice Index was inspired by the Gallup-Purdue Index, the largest representative study of college graduates in U.S. history. It provides higher education leaders with productive insights that help them make meaningful performance improvements. Similarly, Gallup plans to use the Gallup-Tulsa CitiVoice Index to benchmark outcomes in cities across the country.
Last year, Bynum created the Office of Performance Strategy and Innovation (OPSI) to empower city leaders to use data to drive decisions and lower barriers to innovation.
OPSI is in the final stage of creating a strategic plan for city leadership that focuses on achieving results through action plans and performance management in the areas of well-being, opportunity and the city experience. The Gallup-Tulsa CitiVoice Index will be another tool that will serve the citizens of Tulsa by helping to improve the quality of life for Tulsans.
