Mayor Nichols Issues Executive Order Establishing Neighborhood Conditions Index Pilot Program, Task Force

Strategic Plan to be in Place by March 2026 to Create Pathway to Neighborhood Improvements
Today, Mayor Nichols issued an executive order to establish the Neighborhood Conditions Index (NCI) Pilot Program and cross-departmental task force to strengthen Tulsa’s neighborhoods.
The program will pilot innovative neighborhood revitalization strategies, launch community workshops for residents to better understand NCI as it relates to their neighborhood(s), and foster collaboration among residents, City departments, and community partners.
“As we work to make Tulsa the safest big city in America, we must strengthen the foundation of our communities and neighborhoods all across our city,” Mayor Nichols said. “From eradicating blight to loose animals, to infrastructure improvements and revitalization efforts that elevate safety in our neighborhoods – our goal is to engage and work with citizens and use data-driven approaches like NCI to address disparities and improve outcomes in Tulsa.”
The Neighborhood Conditions Index is an important tool for neighbors across Tulsa to look at where their neighborhood stands on key data points as they work to shape and improve their communities. Currently, there are 80 neighborhood reports available that touch on, and score, neighborhoods across nine areas. More information about the Neighborhood Conditions Index can be found at

Key components of the NCI Pilot Program include:
Neighborhood-based workshops - A series of interactive community workshops will be facilitated over the coming year with participating neighborhoods to introduce the NCI, provide available tools and resources, and support the development of action plans.
Coordinated and targeted resources - Over the next year, the City will collaborate with participating neighborhoods to implement prioritized neighborhood initiatives and coordinate City resources and services. Support could include strengthened animal services, streetlight repairs, code enforcement, beautification projects, and coordination with service providers.
Tailored neighborhood support - The NCI Pilot Program will also provide resources and tools tailored to the needs and priorities of participating neighborhoods, aligning with NCI data to ensure meaningful and equitable outcomes.
In the coming months, the City will host a public information session and invite eligible neighborhood associations to apply for participation. Eligibility is dependent on demonstrated neighborhood interest, need, and alignment with program goals. Final neighborhood selection will be based on a holistic evaluation considering NCI data, neighborhood interest and capacity, task force recommendations, and application responses.
NCI Task Force
A cross-departmental NCI Pilot Program Task Force will also be established to support the implementation of the NCI Pilot Program. The task force will consist of representatives from the City of Tulsa and community stakeholders.
The Mayor will select members from City departments and appoint neighborhood representatives and at-large members to the task force. The District Councilor representing the participating neighborhood(s) could also serve as a task force member.
The task force will meet monthly and operate under the leadership and guidance of the Tulsa Planning Office who will coordinate its activities and serve as the main point of contact with participating neighborhoods.
“We look forward to working with selected neighborhoods over the next year as our goal is to make a real and lasting difference by working closely with neighborhoods,” said Susan Miller, Planning Director.
Ultimately, the task force will:

Review and approve neighborhood applications for program participation;

Collaborate with neighborhoods on action plans tailored to selected neighborhoods;

Coordinate City resources and services to implement neighborhood initiatives;

Monitor progress and provide updates to the Mayor, City Council, and public; and

By March 31, 2026, produce a final report summarizing NCI Pilot Program outcomes and learnings for future efforts.
The work of the task force is expected to last one year.
