Terry Ball, the City’s current Streets and Stormwater Department Director, has been named the City’s new Public Works Director, effective July 1, 2023.
“Terry is one of the finest public servants at the City of Tulsa, and I’m confident in his ability to lead the Public Works Department moving forward,” Mayor G.T. Bynum said. “Terry will help us place a community focus in everything we do as we build public infrastructure the citizens can be proud of.”
On February 2, 2023, Mayor Bynum announced the reestablishment of the Public Works Department and the establishment of the Department of City Experience (DCE) – a move that put an enhanced community focus in the City’s planning and design processes. As part of the organizational changes, certain positions required candidates go through the application process. The hiring process started before the fiscal year on July 1 so all organizational changes will be in place for the upcoming fiscal year.
Effective July 1, 2023, the City’s current Streets and Stormwater Department and most of the current Engineering Services Department will work together in the newly formed department known as the Public Works Department. This move will allow both departments to work more directly on projects from concept to completion, as the Streets and Stormwater Department is responsible for maintaining the streets and stormwater infrastructure built and coordinated by Engineering Services. This move vertically integrates street constructions and maintenance under one department.
“As we navigate these new organizational changes, there is an incredible opportunity to continue the work we’ve been doing while putting an enhanced focus on our engineering and streets processes,” Terry Ball said. “We have some great public servants at the City of Tulsa, and I’m excited to continue my service in this new role.”
Some staff from Engineering Services will move under the City’s Water and Sewer Department so they have the ability to engage in the work of the Water and Sewer Department more directly. A small consortium of City engineers and architects will transfer to DCE as part of the City Design Studio to focus on major capital projects that have a communitywide impact and align with the DCE’s mission.
Eric Lee was rehired as the Director for the Water and Sewer Department and the City is currently undergoing the review to finalize the DCE structure.
Ball currently leads a team of over 300 employees in the Streets and Stormwater Department, which is responsible for stormwater and land management, street maintenance, winter weather response, right-of-way inspections, traffic control, graffiti abatement and refuse and recycling service through the Tulsa Authority for the Recovery of Energy (TARE).
Ball holds a bachelor’s degree in engineering from the University of Oklahoma and a Professional Engineer certification in the state of Oklahoma.
